The paper summarizes the essence, types and benefits of small business in the economies of the world. The existing organizational and legal mechanisms of functioning of small business in Ukraine have been systematized. Approaches to business planning and methods of drawing up a business plan are explored. The dynamics of small business development in Khmelnitsky region is analyzed.
The main scientific result of the study is the assessment of the financial and economic activity of the meat processing industry on the example of PP «YUMAKSK»; investigated competitive relations among meat industry enterprises; the project of increasing the competitiveness of the enterprise is substantiated; a business planning procedure for a meat processing complex based on marketing tools is proposed.
